I don't use my wet-grinding wheel often enough to keep water in the wheel bath all the time, but filling it every time I do is a messy proposition. I solved this dilemma by attaching one end of a hose to the drain-plug hole at the bottom of the bath; I sealed the other end to the cap of a water bottle.

When I want to work at the grinding wheel, I hang the bottle from the ceiling, and the water drains into the bath. When I'm finished, I hang the bottle, still upright, beneath the grinder. The water then refills the bottle, ready for its next use.
