Looks like a very fancy bandsaw box. The hearts are drawers. If you look up bandsaw boxes, you will find the technique to build them. They can be a lot of fun, but I have never tackled one as complex as this.
This was entitled a Scrollsawn Heart Box, does that mean that there are drawers behind the heart shapes, or are the shapes just glued on to the wood backer? Can't really tell from the photo and with no plans being forthcoming, no way to know.
